In order to unlock this spell you are going to need to complete an assignment for the flying teacher Madam Kogawa. After completing the flying class you will unlock a mission for Albie Weeks in Hogsmeade, this is how you purchase your own broom, which is required for this Assignment.

After that you will need to learn Confringo and unlock the Room Of Requirement, this then leads you on to the Map Chamber quest where you will talk with Professor Fig in the Map Chamber. Once you have progressed this far you will then see Madam Kogawa's Assignment 1 in your Quests.

Begin The Assignment

To complete this Assignment you are going to need to pop five balloons over the Quidditch pitch, and five balloons over Hogsmeade Station. It is relatively simple to do as long as you are comfortable flying, there is no timed element, so you do not have to complete this fast, just pop all the balloons. If you cannot see them all you can cast Revelio which will highlight the balloons in yellow making it easier to keep track of them.

Quidditch Pitch

To get to the Quidditch Pitch you are going to want to go to your map and select the Bell Tower Wing flag, then travel by Floo to the Hogwarts North Exit. You will be able to see the Quidditch Pitch when looking on the map. Once you have traveled here then look to your left where you will see the pitch, jump on your broom and head over to the Quidditch Pitch. Once at the pitch, you will then need to pop the five balloons by flying into them on your broom.

Hogsmeade Station

Just across the water at the south of the castle, you will find Hogsmeade station. You can see it on the right side of the map where you see the bridge. Fly in this direction until you get to the train track, once there follow it to the station. There will be five more balloons here to fly into and pop, once you get all five balloons then the assignment is complete.

Head To Kogawa

Once you have all ten balloons popped you are going to go to Kogawas Office which is next to the flying class lawn. You can travel there by Floo and once on the lawn head up the stairs to the right of where you play Summoners Court. Head in through the door and talk to her in the office, once you go through the dialogue with her, then she will teach you Glacius. You can then practice the spell on a training dummy in her office or move on to something else, with your new spell.
